Updated Rehabilitation Cost Estimator tool to improve transparency and accuracy for NSW mines
The NSW Resources Regulator has launched an updated Rehabilitation Cost Estimate (RCE) tool to help mining companies calculate the cost of rehabilitating mine sites across the state more accurately.
The new tool, available from 31 October 2025, replaces the existing rehabilitation cost schedule and will become mandatory for all rehabilitation cost estimates submitted with Forward Programs from 2026 onwards.
The RCE tool is used to determine the security deposit each mining title holder must provide to the NSW Government under the Mining Act 1992, ensuring that sufficient funds are held for the safe and sustainable rehabilitation of a site.
Improving accuracy and transparency
The updated tool introduces revised cost rates to better reflect current industry conditions. Benchmark reviews were undertaken against industry standards to ensure the estimates are robust and transparent. The tool also enables operators to clearly see how cost rates are derived.
Mine operators may still apply their own cost rates if they provide independent third-party quotes and supporting justification for the Resources Regulator’s consideration.
Supporting industry through the transition
To help operators become familiar with the tool ahead of its mandatory use, the Resources Regulator is providing extensive support materials, including a user manual, how-to videos, and a dedicated webinar to be held in the week commencing 17 November 2025.
A staged rollout for exploration and assessment activities will also take place, with integration into the online application process for Assessable Prospecting Operations by 30 June 2026.

The updated tool underscores the NSW Government’s commitment to ensuring all land used for mining is properly rehabilitated.
Rehabilitation is a critical part of the mining lifecycle. The updated tool provides confidence to both industry and government that appropriate security deposits are in place to protect the environment and ensure the sustainability of mining in NSW.
