Expressions of interest are sought from suitably qualified people for consideration for appointment as independent Chairperson of the Mining and Petroleum Competence Board (the Board).
About the Board
The Board is a statutory board established under the Work Health and Safety (Mines and Petroleum Sites) Act 2013 (Act). The Board advises the Minister and the Resources Regulator on:
- the setting of competence standards
- standards for assessing competence
- requirements for the maintenance of competence.
for persons exercising statutory functions at a mine or petroleum site that impact on the health and safety of any person.
The Board’s membership comprises high-level stakeholders representing employers and workers within the industry and independent members with relevant expertise.
Role of an independent Chairperson
The role of an independent Chairperson is to lead the activities of the Board. Responsibilities include:
- ensuring that the Board performs its functions, acting within any relevant statutory powers, legal obligations and complying with policies relevant to the Board (including whole of government policies)
- facilitating the conduct of meetings to allow frank and open discussion
- developing the capability of the Board and its members
- facilitating the flow of information to members and stakeholders
- liaising with the relevant Ministers, Secretaries and Chief Executives
- reviewing the performance and contribution of members.
The independent Chairperson is to provide expert assistance to the Board regarding competence standards, assessment of competence and requirements for the maintenance of competence for statutory functions in accordance with the Act.
Selection criteria
Applicants should provide a resume, details of two referees and evidence of how they satisfy the following criteria:
- Demonstrated capacity to lead others, summarise complex information and arguments, and formulate advice and/or make decisions in a professional and effective manner.
- Critical thinking, proven judgement, objectivity, impartiality, and the capacity to manage conflicts of interest.
- Extensive high-level experience in negotiating with industry stakeholders on work health and safety matters in a high-risk industry.
- Extensive experience in leading negotiations between diverse groups.
- Ability to gain consensus on acceptable collaborative approaches.
- Ability to provide high level advice to the Minister for Natural Resources.
- Extensive experience at convening meetings at a senior level.
- Ability to act as a high-level advocate for Board initiatives.
- Ability to represent the Board at events in NSW.
- Ability to treat sensitive information appropriately and ethically.
An independent Chairperson must be independent of mining industry stakeholder organisations and registered training organisations.
Experience in the mining industry, education or professional skills development would be beneficial but is not essential.
Remuneration and appointment term
The Board usually meets four times per year. The independent Chairperson is paid a sitting fee of $950.00 per meeting day in accordance with the Public Service Commission’s Boards and Committees Classification Framework.
The appointment is for a term of up to three years.
