Roads or other vehicle operating areas ancillary reporting requirements

The Resources Regulator released the Surface Roads or Other Vehicle Operating Areas (ROVOA) Technical Reference Guide (TRG) in 2025 to support industry in managing vehicle interactions. 

To further assist in the reduction of adverse vehicle interactions, the Regulator has now gazetted and implemented a Vehicle Interaction Ancillary Report, which must be completed whenever a reportable vehicle interaction occurs at a mine. 

The ancillary report has been designed to:

  • Support consistent adoption of the Surface ROVOA TRG across all mining sectors in NSW
  • Help industry assess all incidents using a structured, common framework and language
  • Assist the Regulator to understand where and how control failures are occurring
  • Enable the Regulator to provide better information back to industry; with clearer insights, trends and practical lessons to help prevent repeat events.

Together, the ROVOA TRG and Vehicle Interaction Ancillary Report strengthen industry learning and improve controls for reducing future vehicle interaction incidents.

The ancillary report will come into effect on 20 March 2026.
