NSW Mining Industry Health Management Advisory Committee

Health Management Advisory Committee

The NSW Mining and Extractives Industry Health Management Advisory Committee (HMAC) replaces the Health Working Party.  The HMAC is more representative of the industry sectors and better placed to provide advice on the coordination of the regulation of health issues in the NSW mining and extractives industry.  Its role is to identify and monitor emerging health issues in the industry and propose collaborative approaches to addressing contemporary health issues while aiding sites to develop and implement systematic health management plans.  The HMAC reports to the Mine safety Advisory Council.

Priority health issues

The identified health risks that are high priority exposures and related disorders are:

  •          Noise causing noise-induced hearing loss
  •          Vibration causing musculoskeletal disorders
  •          Diesel exhaust fumes leading to respiratory disease
  •          Hazardous substance exposure causing dermatitis
  •          Ergonomic stressors causing musculoskeletal conditions
  •          Ergonomic stressors causing back disorders
  •          Ergonomic stressors causing fatigue and related disorders
  •          Psychosocial hazards causing mental disorders
  •          Ultraviolet radiation and skin disease.
  •          Dust

MSAC has agreed to these priority health issues.

Health Management Advisory Committee Terms of Reference 

The NSW Mining and Extractives Industry Health Management Advisory Committee, in consultation with industry and unions, reports to the NSW Mine Safety Advisory Council on the following:

1.               Identification of health issues in the NSW mining industry.

2.               Monitoring and evaluation of health issues.

3.               Development and coordination of collaborative approaches to health risk management.

4.               Reporting on health issues to industry.

5.               An annual program for endorsement.

 The HMAC has membership from the NSW Minerals Council, Cement Concrete and Aggregates Australia; CFMEU, AWU, Coal Services, WorkCover NSW, DTIRIS NSW and an independent health expert.

Mining Industry Health Working Party

In April 2010 MSAC agreed the Health Working Party had met its Terms of Reference and should be replaced by the more representative Mining and Extractives Industry Health Management Advisory Committee.

The Health Working Party (HWP) was established to address recommendations 6 to 8 of the Wran Review into Mine Safety on the coordination of health issues for the NSW mining industry. The HWP consisted of nominated representatives from the NSW Department of Primary Industries, Coal Services, WorkCover NSW, employee and employer representatives and an independent health expert. The HWP reports to the NSW Mine Safety Advisory Council (MSAC).

The HWP agreed on contemporary priority health issues and endorsed the development of a Health Management Plan that will assist mine sites in managing the health risks posed by identified priority health issues.

Wran Review recommendations addressed

The Wran Mine Safety Review recommends that:

1.       The responsibility for the regulatio nof mine health and safety issues be brought together under the NSW Department of Primary Industries, rather than by separate agencies as at present.

2.       The NSW Department of Primary Industries will be responsible for identifying potential mine-related health hazards and for monitoring and reporting on such hazards to MSAC and other relevant agencies.

3.       The NSW Department of Primary Industries, in conjunction with other relevant agencies, including Coal Services Pty Ltd, develop a database on mine-related health indices as a matter of priority.

4.       The MSAC progress, as a priority, improved mine-related health regulation and monitoring.

NSW Mining Industry Health Working Party Terms of Reference

The HWP will research the feasibility of implementing recommendations 6, 7, and 8 of the Wran Mine Safety Review, reported by Neville Wran QC and Jan McClelland in February 2005, related to the regulation and monitoring of health issues in the NSW mining industry. The HWP will consult with the mining industry stakeholders to:

1.       Identify suitable opportunities to coordinate responsibilities for the regulation of mine health and safety issues through the NSW Department of Primary Industries.

2.       Identify potential mine-related health hazards.

3.       Examine and report on data and information management needs on mine-related health indices.

4.       Examine and report on arrangements in other Australian jurisdictions.

5.       Recommend suitable collaborative strategies for consideration by the MSAC in its progression, as a priority, improved mine-related health regulation and monitoring.
